At the Autumn budget in 2025, the chancellor announced a number of reforms to how Apprenticeships work. These changes have been put in place to make apprenticeships, more flexible and realistic solutions for businesses in the UK.  They are the most significant changes to occur since 2017. Some have already been in effect since August 2025 with more that will be taking effect in 2026.

Regardless of which size of business, these reforms and changes affect both types of businesses and may well have an impact on how UK companies attract, retain and develop their talent.

Why Are Apprenticeship Reforms Happening?

Ever since 2017 a new framework was introduced in how apprenticeships were funded, managed and assessed. Since then various businesses have faced challenges and voiced their concerns around;

  • The framework being restrictive and inflexible - involving long terms commitments to be made in taking on an apprentice with some courses being 3 years long.
  • Not being able to utilise the levy- there have been a lot of restrictions as to how, when and what the levy can be used for, resulting in the funds being lost.
  • Standards and assessment complexities - with over 700 different apprenticeship standards, how learners absorb the knowledge, skills and experience can be complicated.

The reforms aim to address these types of concerns which overall is positive, but change involves new guidelines and ways of working. This could leave employers, HR professionals and training providers alike feeling as though they have just got their heads around the exisiting processes and guidelines, they may need to return to the drawing board and make sure their strategy and plans for apprenticeships moving forward are sustainable.

Key Things You Need To Know As A UK Business

Whether your an SME looking to take advantage of the government covering the training for an apprentice or a larger organisation that pays the levy, these changes are going to affect all employers.

The changes cover a number of different areas;

  • Apprentice funding- from covering the costs of the training to how long the levy is available before it is lost.
  • Flexible and modular courses - from April 2026, new options for the apprenticeship programs is going to be made available, to help with accessibility.
  • Streamlining process and assessments- all apprenticeship standards are going to be reviewed, which may mean less administration and courses being more relevant.

What Employers Can Do Right Now

The 2026 apprenticeship reforms represent the fact that the government has listened to what employers and learners have said about the practical application of the funding, processes and learning of apprenticeships. More flexibility provides businesses to use it as a chance to build resilient talent pipelines, close critical skills gaps, and future-proof the workforce.

Whilst not all the details and practical implications have been announced there are some things employers can do right now to prepare for the upcoming changes;

  1. Discuss internally what your apprenticeship plans look like for the next 1-2 years and if your paying the levy consider how the new reforms will impact this.
  2. Talk to your exisiting training providers or ones your looking to engage to see how the changes like modular and unit courses will practically be applied.
  3. Engage an expert to cover how the reforms are going to impact your exisiting apprentices to ensure you know proactively if anything needs to change.
